1950 yılında İstanbul'da doğdu. 60'lı yıllarda fotoğraf çekmeye başladı.
1976 Hürriyet Gazetesi'nde fotomuhabiri olarak gazeteciliğe başladı.
1995 yılında emekli oldu.
1980 Hollanda'da düzenlenen ve dünyanın en büyük fotoğraf yarışmalarından biri olan "World Press Photo" yarışmasında,
İstanbul Boğazı'nda patlayarak yanan Rumen Bandıralı
Independenta Tankeri yangını Seri fotoğrafıyla, "Yılın Foto
Muhabiri" seçildi.
1984 "Gazetecinin Dünyasından" isimli ilk fotoğraf sergisini açtı (İstanbul). Nişantaşı Akbank Sanat Galerisi
1988 Gazeteciler Cemiyeti'nin fotoğraf dalında açtığı yarışmada, "Yılın Foto Muhabiri" ödülünü kazandı.
1989 Türkiye Jokey Kulübü Yarışmasında, "Yılın Foto Muhabiri" ödülünü kazandı.
1990 Türkiye Gazeteciler Cemiyeti'nin açtığı yarışmada 2. kez fotoğraf dalında "Yılın Foto Muhabiri" ödülünü kazandı.
1991 Gemiler konulu, nostaljik ve belgesel fotoğraf sergisini açtı. (Karaköy Vapur İskelesi, Denizcilik İşletmesi Sanat Galerisi / İstanbul)
1998 TUYED tarafından yılın Turizm Fotoğrafçısı seçildi.
1998 Eskimeyen Kitap kapakları fotoğraf sergisini açtı.

14 Şubat 2000 yılında Haluk Özözlü, sihirlitur adlı web sitesini internet kullanıcılarına açtı.
2001 yılı Şubat ayında Turistik Türkiye konulu fotoğraf sergisini açtı. CNR "itte 2001" turizm fuarı.
2001 yılı Mayıs ayında Türkiye'den Kesitler Fotoğraf Sergisi açtı.
Lütfü Kırdar Kongre ve Sergi Sarayı Rumeli Fuar ve Sergi Salonu
2005 yılı Ekim ayında esprili fotoğraflardan oluşan "Foto Şaka" kitabını çıkardı.
2006 Aralık ayında "Yaşayan Kapılar" isimli, Anadolu kapı ve kapı tokmaklarını içeren kitabı çıkardı.
